According to QCVN 06:2024/BCA, the authorities not only stop the broadcasts but also... Turn off all remaining 2G base stations. Nationwide on September 15th and 16th, 2026. For transportation businesses and vehicle owners, this means: Any older GPS tracking devices, surveillance cameras, or sensors that only receive 2G signals will immediately lose signal permanently.
The shutdown and the new regulation enforcement are happening almost simultaneously!
Don't let your fleet of vehicles get their signals cut off, receive hefty fines, or be denied vehicle inspection. Start checking all the hardware on your vehicle now. Cartrack Team Below, we will guide you through the process of upgrading from an old 2G device to a compliant 4G/5G device.
What is QCVN 06:2024/BCA GPS tracking compliance?
QCVN 06:2024/BCA This is a mandatory technical standard issued by the Ministry of Public Security and assessed by the Ministry of Science and Technology. The goal is to standardize all vehicle tracking devices (GPS), cameras for recording driver images, and data transmission devices on commercial vehicles in Vietnam. What does the update entail?
- Driver ID & image recognition Mandatory driver login/logout via an RFID card reader (13.56 MHz, ISO/IEC 15693 standard), facial recognition camera integration is optional.
- Direct exporting of local data The device must archive trip data for at least 30 days (and driver image recordings for at least 72 hours), and allow for direct exporting of this data for easy extraction by law enforcement.
- Faster data transmission Both status updates and location data must be transmitted to their destination servers every 30 seconds.
- Synchronized, heat-resistant hardware The equipment system must meet stringent technical standards: Impact-resistant protective casing, camera cluster Metal casing for maximum heat dissipation when the vehicle is exposed to sunlight, non-volatile internal memory, audible warning horn (≥65 dB), high-sensitivity GPS/GNSS receiver, and 4G data transmission modem.
Who does the QCVN 06:2024/BCA GPS tracking compliance update apply to?
The new mandate applies to commercial transport vehicles, tractor-trailers, ambulances, internal transport fleets, and road-rescue vehicles. These directives fall under Article 35 of the Law on Road Traffic Order and Safety (amended by Law No. 118/2025/QH15) and Decree No. 319/2026/NĐ-CP (which officially replaced Chapter V of Decree 151/2024/NĐ-CP), establishing unified standards directly linked to the Traffic Police Command Center. How does the regulation apply to commercial vehicle dashcams in Vietnam?
Any dashcams installed by these fleet vehicles that don’t comply, or still rely on 2G transmission, must be replaced by modern & compliant dashcams that meet the criteria. Upgrading obsolete dashcam systems isn't a viable option, because they lack the necessary modems and hardware. IMPORTANT NOTE: many older models also don’t meet the video transmission specs necessary to connect to the new cellular networks that are in place.QCVN 31 vs QCVN 06:2024/BCA: what's actually different for your fleet?
According to the same article by Market Times, the two systems are actually very similar. The difference for your fleet comes in the fact that the upgrade is being strictly enforced after the removal and discontinuation of 2G transmitter towers. There are some other differences to be aware of though, and these include the driver identification capabilities of the monitoring system and the unification of all the required features in one system. What if you still have a certified QCVN 31 system in place?
It’s perfectly fine to keep your current QCVN 31-compliant system, as long as it’s still certified under the old regulation, and can work on 4G or 5G transmission. Just remember that once the device certification expires, you’ll need to have it replaced with the new compliant system. What similarities do QCVN 31 and QCVN 06:2024/BCA have?
Both standards require continuous logging and transmission of GPS trajectory and journey data. Under Decree 319/2026/NĐ-CP, fleet operators can satisfy compliance by deploying a single all-in-one unit or interconnected modular devices, provided all technical specs of QCVN 06:2024/BCA are met. Also remember that there's no need to rush or panic about these changes. The Ministry of Public Security is allowing a 3-phase compliance rollout that depends on what categories of vehicles you have.- Phase 1 (From January 1, 2025 - Decree 151/2024 & QCVN 06:2024):
- Tracking Units (TBGSHT): Mandatory for all commercial transport vehicles, tractor-trailers, ambulances, internal transport fleets, and rescue vehicles.
- Driver-Facing Cameras (TBGNHANLX):Mandatory for commercial passenger vehicles (≥8 seats), tractor-trailers, ambulances, and rescue vehicles.
- Phase 2 (From January 1, 2028 - Law 118/2025/QH15 & Decree 319/2026/NĐ-CP):
- Driver-Facing Cameras become mandatory for commercial passenger vehicles under 8 seats (taxis, ride-hailing), standard cargo trucks, and internal transport fleets. (Note: Forward road-facing dashcams remain optional)
- Phase 3 (From 2029 to 2030 - Decree 319/2026/NĐ-CP):
- Passenger Compartment Cameras: Mandatory for passenger buses over 29 seats starting January 1, 2029, and for buses with 8 to 29 seats starting January 1, 2030.
- Final Cutoff: All legacy QCVN 31 devices must be phased out by December 31, 2029. (Private/personal vehicles are exempt from this mandate).
What are the major feature differences between the two?
This comparison table shows you the biggest differences between the two:| Feature | QCVN 31:2014/BGTVT | QCVN 06:2024/BCA |
| Issued by | Ministry of Transport | Ministry of Public Security |
| Effective date | 2014 | January 1, 2025 |
| Coverage | GPS and journey data only | The GPS as well as the driver-image device are unified |
| Driver ID | Mandatory (RFID card reader) | Mandatory (RFID ISO/IEC 15693; optional Driver Facial Recognition via dashcam) |
| Existing stock (if certified) | Valid until the certificate expires | Required for new installations |
Why are QCVN 06:2024/BCA compliant devices hard to find?
You might be tempted to think that compliant systems are hard to find because of a high demand bottleneck. But this is only part of the story. The fact is, no lab testing facility was put in place to test & certify devices by the end of nearly 3 months after the regulation had taken legal effect.Where can you get a QCVN 06:2024/BCA compliant GPS tracking device?
Fortunately, Cartrack Vietnam has been providing compliant GPS tracking systems to fleet operators for a long time. These include the following features:- Robust design
- Industry-compliant recording abilities
- GPS tracking
- Data exporting that complies
- Fast data transmission
- Professional and compliant installation
What's the penalty for non-compliant tracking or camera devices?
Under Decree No. 168/2024/NĐ-CP (amended by Decree No. 238/2026/NĐ-CP), strict penalties apply to both drivers and enterprise fleet owners:- For Drivers: Fines from 3,000,000 to 5,000,000 VND and a deduction of 2 license demerit points for operating vehicles without compliant, working tracking or camera devices, or for falsifying/disrupting device data.
- For Fleet Owners / Transport Enterprises: Fines from 10,000,000 to 12,000,000 VND per vehicle for organizations (5,000,000 to 6,000,000 VND for individuals) deploying non-compliant devices, failing to transmit regulatory data to the Traffic Police authority, or tampering with tracking signals
